Everything above the floor, inside the tank, is cheap and accessible. Flappers, fill valves, chains, handles, and water levels. Simple parts, widely available, no specialist tools, and no meaningful risk if you get it wrong beyond a wet hand.
Everything at or below the floor is not. The moment a toilet has to come off the floor you're dealing with a heavy ceramic object, a wax seal that only works if it's set correctly the first time, a flange that may be corroded or sitting at the wrong height, and possibly a subfloor that has been quietly soaking for months.
That line is the useful thing to know, because it tells you which calls are worth making and which are an afternoon and a cheap part.

The dye test, for a running toilet. Put a few drops of food colouring into the tank. Don't flush. Wait thirty minutes, then look in the bowl. Colour in the bowl means water is passing the flapper — a silent leak, and the most common cause of an unexplained water bill in any property. The fix is a flapper, and it's inexpensive.
Replacing a flapper. Shut the supply at the valve behind the toilet, flush to empty the tank, and unclip the old flapper from the pegs at the base of the overflow tube. Take it with you to buy a match — sizes and shapes vary and a near-miss won't seal. Clip the new one on, reconnect the chain with a small amount of slack, restore the supply, and flush a few times to confirm it seats. A chain that's too tight holds the flapper open; too loose and it tangles underneath it.
Plunging properly. Most unsuccessful plunging is too gentle and too brief. Use a flange plunger, not a cup plunger. Make sure there's enough water in the bowl to cover the plunger cup — add some if the bowl is nearly empty. Seat it firmly and use sustained strokes for thirty seconds or more rather than a few sharp pushes. If two proper attempts don't clear it, stop and check whether other fixtures are affected.
One safety note that applies to all of them: tank lids are heavy, brittle, and expensive to replace. Lift it carefully and lay it flat somewhere it can't be knocked. Dropping one is a genuinely common way to turn a repair into a replacement.
If it's overflowing, shut off the supply at the valve behind the toilet — or lift the tank lid and push the flapper down by hand to stop water leaving the tank. Don't flush again to see whether it's cleared.

A leak at the base appears only when the toilet is flushed, and the water goes under the flooring rather than across it. It soaks the subfloor, spreads beneath the covering, and by the time the floor feels soft the repair is no longer just a seal.
The seal itself is cheap. What raises the cost is what it's been leaking into — a rotted subfloor, a corroded or broken flange, and flooring that has to come up.
A rocking toilet is the warning. Movement works at the seal on every use. Don't tighten the bolts harder — that cracks porcelain. The cause is almost always underneath: an uneven floor, a flange sitting too low relative to a floor built up with new covering, a broken flange, or corroded bolts.
And a new seal on a bad flange leaks again. Which is why the flange gets assessed on any base leak, and why a quote covering only the wax ring isn't covering the job.
Check the rest of the property first. Run every other drain and flush any other toilet. If they're all clear, the problem is local to this fixture and a plunger or auger is the right response.
If more than one is slow, or water rises in a shower or floor drain when the toilet is flushed, stop. That's a shared-line problem, adding water makes it worse, and no amount of work on the toilet will change it.
If it is the fixture, the usual causes are a trapway obstruction, insufficient water in the tank, a flapper closing before the tank empties, or scaled rim jets reducing the flush.

Repair for flappers, fill valves, flush valves, supply lines, tank-to-bowl gaskets, wax seals, handles, and scaled jets. Inexpensive parts on a fixture that's otherwise fine.
Replace for cracked porcelain, a fixture that has never flushed properly, one where parts are no longer available, or one already being removed for flange or flooring work where the unit is old.
If you're replacing, four things decide what fits: rough-in distance from the finished wall to the centre of the closet bolts (commonly 12 inches, though 10 and 14 exist), bowl height, bowl shape, and flush type. And check the flange and floor before the new one goes down — a new toilet on a bad flange has exactly the problem the old one had.
Human waste and toilet paper. That's the list.
Wipes — including those labelled flushable — lead the causes of blockages beyond the fixture. Then paper towel, tissues, cotton pads, sanitary products, nappies, dental floss, hair, cat litter, medication, and cooking grease.
